By means of trade union elections and by means of personal, direct, free and secret suffrage, the bodies representing public employees in each labour centre/electoral unit are elected (Article 12.1 of the Royal Decree Law 20/2012).
The type of unit representation of public employees varies according to the type of staff:
- Staff members, whose representative bodies are the Personnel Delegates (when the census of workers exceeds six and below 49) and the Personnel Boards (census of 50 workers).
- Labour force, the representative bodies of which are the Personnel Delegates (when the census of workers is above six and below 49) and Works Councils (census of 50 workers).
