As in previous years, the aim of this process is to comply with the request for payment information set out in Article 7.4 of Order HAP/2015/2012 (text as amended by Order HAP/2082/2014), which develops the third additional provision of Royal Decree-Law 20/2012 of 13 June on measures to ensure budgetary stability and to promote competitiveness, as regards the remission of payments.

What time is available to forward the information?
El período de recogida de ISPA 2025 se iniciará el 3 de marzo, finalizando el 30 de abril. As some municipalities have reported the inability to complete ISPA 2025 before the end of the period, it is reported that the platform will remain open after 30 April allowing the information to be forwarded after that date. However, the forms should be completed as soon as possible.

Periods prior to 2025 are closed and available for information purposes. If you need to incorporate or modify data from a closed period, you can request its opening by sending an email to ispa.ctramitacion@correo.gob.es
In general, the content of ISPA 2025 will be similar to that of last year and access to the application is made via AuthenticticA in the following link:

Once you access the Available Files screen, you should select the 2025 period (left in the middle). Once completed, there will be several tabs accessing the dossiers.
From each of them, the different types of dossiers are accessed, which either must be completed or the “Does not apply” option must be marked (this option is not available in all dossiers, in the absence of which the dossier should be completed even with zero values).

PRE-WARNING.- The remuneration to be considered at ISPA 2025 is not those paid during 2024, but those in force at 31 December, annualized (generally those in force the previous year with the 2% increase)
Basic Information
What information should be sent in this 2025 financial year and which public administrations are obliged to forward it?
During this exercise, three types of information should be submitted:
1. Remuneration of public employees. The information to be supplied covers the number of staff at 31 December 2024 and the remuneration of the different jobs of the different territorial administrations whatever the nature of the ratio of staff, senior, eventual, civil or labour.
2. Productivity and Quality and Quantity Supplements. In addition to the information on the salaries directly associated with the workstations, information is requested on other salary supplements linked to the activity and professional performance, incentives to the performance (productivity and gratifications) of the staff member and complements linked to the quality or quantity in the work of the workforce, as well as the unique add-ons of the groups of staff serving the Administration of Justice, autonomous police, university and non-university professors and the health sector personnel,
The following Public Administrations should send the information:
- All Autonomous Communities.
- Autonomous cities of Ceuta and Melilla.
- All Provincial Deputies, Provincial Deputies, Island Councils and Island Councils.
- Municipalities of municipalities with more than 1,000 inhabitants in relation to their dependent staff, as well as those included in a representative sample of municipalities with 1,000 inhabitants or less. In 2025 the sample is different from that of the previous year and can be consulted by clicking on: Sample 2025. All municipalities, regardless of their population, must present the salaries of the members of the Local Corporations.
Information on productivity and quality or quantity supplements at work will only be forwarded, in 2025, by municipalities with over 10,000 inhabitants. It will not be necessary, in this exercise, to provide the relevant information to the autonomous bodies dependent on the different territorial administrations.
3. Amounts received by elected officials of the Local Corporations. All the amounts received for each charge in 2024 shall be entered, both as remuneration and as attendance allowances to the collegiate bodies of the corporation, as well as any other amount that may have been received on a fixed and regular basis.

Access and troubleshooting requirements
1. Be discharged from AuthentiticA
Although most officials who perform the roles of intervention, secret-intervention or collaboration in the economic or human resources areas will be discharged from AuthenticA, to verify if it is discharged, you can enter https://autentica.redsara.es and click on the “Am I discharged?” section to verify it.
If not previously discharged from AuthentiticA, it must be processed by self-registration in:

2. Have access permits to ISPA
In 2025 the majority of ISPA informants will have previously assigned these permits, either by importing from the Enabled Database or by having been processed in previous years.
Permits are individualized by municipalities. A specific permit is needed for each of the municipalities. In the case of the Secretaries/As-Intermediaries who perform their duties in several municipalities (groupings, cumulations…) it may happen that they have permission for a municipality, for example the head of the group, but not for the rest. In this case, the corresponding permits must be requested for the other municipalities.
Where ISPA is not allowed for one or more municipalities because it was not allocated in 2024 or because of a change of destination or other causes, it is appropriate to request the corresponding discharges.
To apply for ISPA permits, an email must be sent to ispa.ctramitacion@correo.gob.es including the following information:
1. Name, surname and ID of person to be discharged from ISPA.
2. Post or job performed.
3. Municipality or municipalities for which permission is requested, indicating the province to which they belong.
4. Profile requested:
-Collaborator.- Allows access to the application and upload the information but not sign it.
- Remisor.- In addition to the above, it enables the signing of the information. In general, this profile is reserved for officials who perform the functions of intervention in the town hall.
More common problems that may arise:
- Your email is not recognized as an official domain (e.g. @gmail.com).
In this case, you must formalise an incidence in AuthentiticA, for this purpose from the homepage of AuthentiticA (https://autentica.redsara.es) access the Contact section and once inside it access to the Incident Form:

- When trying to access ISPA receives a message: “It has not been identified with the same certificate of the active user”. In this case, it is appropriate to re-enter the certificate with which it was registered in AuthentiticA. In case of still having problems, an incidence in ISPA may be:

- Access problems to ISPA
Despite being discharged from AuthentiticA when attempting to enter ISPA, access to ISPA files is denied.
“Access denied. It is not discharged or your entity has no access to the application. In order to be able to access the application, your discharge must be managed beforehand in AUTHENTICTICA for ISPA.”
To process the discharge at ISPA once you have been discharged from AuthentiticA you can request by sending an email to the address ispa.ctramitacion@correo.gob.es
- Signing problem
It may happen that the signature tab appears in gray and that when you click on it, the message “Sign – Your profile does not have permission to sign” appears below.
In this case, the assigned profile is that of Collaborator who does not qualify to sign.
It is appropriate to send an email to ispa.ctramitacion@correo.gob.es indicating that Remisor's profile is requested in order to sign, if appropriate for the functions performed, he will be empowered to sign.
For any other problem formalize an ISPA incidence in the indicated direction.
