National Institute of Public Administration
The National Institute of Public Administration (INAP) It is the public body dedicated to the selection, training and improvement of public employees.
The Standing Committee on Selection is the collegiate body responsible for the preparation and evaluation of the tests of the selective processes for entry into the bodies of the General Bodies and Scales attached to the Secretary of State for Public Function, whether by free entry, internal promotion and stabilization.
Among its main functions are:
- Approval of provisional and definitive lists of those admitted and excluded in the selective processes of the General Corps;
- Development of the selective process of the General Bodies;
- Approval of provisional and definitive lists of admitted and excluded persons in the selective processes Group E0 labour personnel;
- Development of the selective process of the E0 group workforce;

Secretariat of State for the Civil Service
The Ministry of Public Service (SEFP) is competent to issue resolutions calling for selective processes for entry and access into the bodies of the General Administration of the State.
It is in the same resolution that the Permanent Selection Committee of INAP is also responsible for carrying out the selective processes.
The Directorate General of Public Service (DGFP) is the governing body attached to the Secretary of State for Public Service in charge of the proposal and implementation of government policy in the field of public service and public employment.
Among its main functions are:
- Publication of the offer of destinations of the selective processes;
- Appointments of career officials of the General Bodies and Scales attached to the Secretary of State for Public Service;
- Appointments of career officials of the non-attached bodies of the Secretary of State for Public Service (also called Special Bodies/Scales of the General State Administration);
Once the final lists of candidates who have passed the selective process have been published INAP’s website, the development of the process becomes the competence of the Directorate General of Public Function, and from there the publications are made in the website of the Ministry of Public Service.
