Secondment of staff of local administration with national qualifications (FHCN)
The Director-General for Civil Service may authorise the FHCN with final appointment to a job with duties reserved for such staff to perform on secondment (or to revoke commissions already granted) of:
- A reserved post (of the same or different subscale or category) in another local entity of different autonomous community.
- A post in the General Administration of the State, in the administration of an autonomous community other than that of origin or in a local entity located in a different autonomous community to that in which it provides services.
- To participate in cooperative missions in the service of international supranational bodies, entities or foreign Governments.
Duration. Modalities 1 and 2 support an initial request for a maximum period of one year, while for Mode 3 the maximum period is limited to 6 months.
Modalities 1 and 2 may be extended for one more year, upon request submitted in good time and provided that it demonstrates that the conditions which gave rise to the award are maintained.
Applicant. The applicant shall in any case be the entity that is interested in the person moving to or ceasing to provide, as appropriate, his services there.
Documentation to be provided
Without prejudice to the need for additional documentation, it will be necessary to submit:
I. FOR THE INITIAL REQUEST FOR A COMMISSION ON
- Service Commission Request Agreement signed by the Staff Authority of the requesting Administration.
- Agreement of conformity of the competent staff body of the local entity where the FHCN is definitively intended. The FHCN must be in active service and carry out the functions of its final job so that the procedure for requesting a secondment can be initiated.
- Conformity of FHCN
- For posts reserved for FHCN: Report of the competent body of the autonomous community where the post is to be provided by commission of services, certifying that the job cannot be provided by FHCN through temporary appointment.
II. APPLICATION FOR THE EXTENSION OF AN AUTHORIZED COMMISSION
- Request for the extension of secondment by the Administration concerned, which must be submitted in good time (recommended one month)
- Favourable report by the local authority of origin (the one whose FHCN position was final)
- Conformity of FHCN
- For posts reserved for FHCN: Report of the competent body of the autonomous community where the post is to be provided by commission of services, certifying that the job cannot be provided by FHCN through temporary appointment.
III. FOR THE REQUEST FOR REVOCATION OF A COMMISSION OF SERVICES.
- Request for revocation of the secondment by the Administration in which the FHCN is commissioned.
- Compliance of the Administration in which the FHCN has its final destination and to which it must be reinstated if revocation is authorised.
HOW TO SUBMIT THE APPLICATION
Warning: In the case of a post of the State Administration, the following electronic procedure shall not be used, but the request shall be processed directly from the department concerned, through the appropriate internal means.
Applications shall be submitted electronically via the electronic headquarters at the link:

- Clicking on “Access to the procedure”.
- Identification will be required when clicking on “Key Access”.
- All sections of the form showing the symbol (*) must be completed in a mandatory manner.
The procedure shall be initiated by the local entity concerned that the FHCN provides (or no longer provides) its services there. No applications submitted by the FHCN itself or by the Administration where it has a final destination shall be accepted.
The applicant entity shall be identified by any of the following options:
- Certifyor representative of the local authority (legal person)
- ID/Electronic certificate of Mayor/President of the entity (natural person), in which case it must necessarily indicate that it acts on behalf of the local entity and attach the certificate attesting to your condition (p. ex. : minutes of the plenary session of the inaugural session or certificate of the secretary of the corporation concerning the identity of the Mayor/President).
Any of these procedures should be initiated. anyhow by the Administration concerned where the FHCN provides (or stops providing) its services there. No applications submitted by the FHCN itself or by the Administration where it has a final destination shall be accepted.
