Certificates of local government officials
Certificates of service to career officials of the Local Administration Scale with national qualifications:
Career staff of the Local Administration Staff Scale with a national qualification may apply for one of the following forms of service certificate, which, as indicated in the documents themselves, will only have a certificate value in relation to the services provided in posts reserved for this group of staff, and should select the specific model subject to the request from the drop-down in the electronic form:
1. Certificate of Service: Reflects total seniority, subscale(s) and category(s), registered training and certification courses and registered administrative status(s).
2. Certificate in “Annex I” format: It reflects the services provided as trainee staff, as well as those provided as career staff of the Local Administration Staff Scale with national qualifications.
TELEMATICS APPLICATION (ACCESS)
Via the website of the electronic headquarters of Public Administrations.
A digital certificate of natural person or electronic ID shall be held in order to submit the application at the electronic headquarters of Public Administrations.
IMPORTANT WARNING: The service certificates requested from the Sub-Directorate General for Relations with Other Administrations via the electronic office shall in no case be sent directly to the email provided by the person concerned when making the request. A warning message will be sent to this email address when the requested certificate is available at the electronic General Government headquarters. From then on, the steps to be taken to download it are as follows:
- Enter the electronic headquarters, in the top menu 'My Notifications': https://sede.administracionespublicas.gob.es/login
- Select the pending application for a service certificate to be found under the heading 'Local Administration Officials with a national qualification'.
- Press the button 'Sign' (to make the appearance in the procedure).
- Select the top menu 'My Records' and, once there, select the paragraph 'Resolution of the file' and, once the certificate to be collected has been located, press the option 'Download'.
CONSULTATION ON THE STATUS OF THE DOSSIER
Certificates shall be issued in strict order of entry and in accordance with the workload of the processing unit. The processing status can be consulted on the link by accessing the top menu with a digital certificate or electronic ID 'My Records':

If, when accessing 'My files' for the purpose of checking the state of processing, it is observed that the status of the file is 'Completed'but the resolution cannot be downloaded, the reason being that the dossier is resolved and in the notification phase, so the warning message will be sent to the e-mail provided shortly, when the person concerned will be able to download the requested certificate in accordance with the above steps.
The deadlines for issuing the certificates, within the maximum limits laid down in the regulations, shall be determined by the internal organisation requirements of the processing unit and by the volume of entry of dossiers in each specific period, in no case can they be affected or altered according to the time limits determined by third parties (e.g. time limits for selective processes convened by other public administrations). For this purpose, at the time of the application of the certificate, a licence may be downloaded proof of presentation containing the date en la que se ha realizado el trámite, que la persona interesada podrá presentar ante dichos organismos.
In the event of an extravagance, a duplicate of this proof of presentation may be obtained at any time from the 'My Files' section.
