State Secretariat for Civil Service

Through Royal Decree 1230/2023 of 29 December, amending Royal Decree 829/2023 of 20 November, the Ministry for Digital Transformation and the Civil Service is responsible for the proposal and implementation of the Government's policy on public administration, public service and public governance, with the Ministry of State for Public Service attached to this ministerial department.

Our area of competence includes the impetus, direction and management of government policy in the field of public administration and digital administration; public function and public employment; public governance, organisation, procedures and service inspection of the General State Administration; the regime of incompatibilities and conflicts of interest of government members and senior officials; the selection and training of public employees and public employees and the regime of mutualism administrative status of civil servants.

It is also responsible for the coordination of personnel policy between the various public administrations, relations with trade union organisations in the field of public service and for the coordination, encouragement and management of international affairs in the field of the State Secretariat.

By Royal Decree 41/2024 of 9 January, the Secretary of State for Civil Service is appointed Mrs. Clara Mapelli Marchena

Royal Decree 210/2024, of 27 February, establishing the basic organic structure of the Ministry for Digital Transformation and the Public Service.

Therefore, we promote the transformation processes of public administration through actions aimed at consolidating a stable and quality public employment, bringing administration closer to citizenship, responding to the demands of society and leading policies that promote equal opportunities.

Vision

We want to build a modern, 21st-century public administration that provides inclusive, effective, innovation-based public services and ensures a new, more strategic governance model with a follow-up that allows for better accountability.

To do this, we want to count on the voice of the citizens in the elaboration of public policies, ensure that they comply with the purpose for which they were designed and that the set of public employees and employees is recognized as a reference of all the values represented by the administration.

Our action is governed by the principles of transparency of public activity, publicity, ethics in management, accountability, equal treatment and opportunities and professionalism in the exercise of our functions to contribute to a more just, peaceful and inclusive administration and society.

[Consensus for an open administration].

On 27 March, the Ministry for Digital Transformation and the Civil Service published the document entitled ‘Consensus for an Open Administration’, which is the first step in the transformation of the Administration built in a participatory manner with all interested sectors through an innovative methodology.

It is a roadmap for transformation established on a participatory basis with all stakeholders through an innovative methodology.

It involves working on the following principles: 1) Institutionalization; 2) Participation; 3) Innovation; 4) Transparency; 5) Evaluation and 6) Alignment.
