On 1 December, the annual statistics of the General Directorate of Public Service regarding the perceptions of the elected positions of the Local Authorities (8,129 Municipalities and 52 Deputies, Councils and Island Councils and Councils) and the salaries assigned to the jobs of employees and public employees of the Municipal Councils and Provincial Councils, Councils and Autonomous Communities during 2019 were made public.
The data have been extracted from the Wage Information System Administration Posts (ISPA), which is managed by the State Secretariat for Territorial Policy and Civil Service.
In the case of senior officials of Municipalities and Deputies, Councils and Island Councils, the information is broken down into two periods corresponding to each of the mandates (the one corresponding to the 2015 mandate, 165 days, and the one consisting of elections in 2019, 200 days).
Regarding the perceptions of elected positions, the following data can be highlighted:
Elected officials Mayors:
In both periods, the highest wage perceptions correspond to the mayors of the municipalities of Madrid, with 48,348.35 euros for the first period and 57,911.95 euros for the second; Bilbao, with 47,653.29 euros for the first period and 56,951.49 euros for the second; and Barcelona, with 46,263.63 euros for the first period and 53,895.92 euros for the second.
Elected Chairmen of Deputies, Councils and Island Councils:
In the first period analyzed, the highest salary perceptions correspond to the presidents of the Provincial Council of Barcelona, with 56,730,20 euros; Provincial Council of Bizkaia, with 54,402,35 euros; Provincial Council of Álava, with 49,873,24 euros; Provincial Council of Burgos, with 45,962,15 euros and 5983 euros.
In the second period analyzed, the highest salary perceptions correspond to the presidents of the Provincial Council of Bizkaia, with 54,534,00 euros; Provincial Council of Barcelona, with 49,743,90 euros; Provincial Council of Álava, with 48,525,32 euros; Provincial Council of Burgos, with 46,225,18 euros and Cabildo Insular.
Senior Officials Autonomous Communities:
The average remuneration of senior officials in CCAA is EUR 67,495 per year, ranging from a minimum of EUR 49,317 to a maximum of EUR 113,119. The bulk of the expenditure is carried out in Directorates-General; Secretaries-General Techniques and similar posts, which constitute 52.65% of the total senior positions and have an average salary of 67,012 euros per year.
With regard to the salaries assigned to the jobs of employees and public employees of Municipalities, Provincial and Provincial Councils, Councils and Island Councils and Autonomous Communities, the following data are highlighted:
Employed and public employees of the Autonomous Communities:
The average remuneration of AACC staff varies from 20,046 for employees in subgroup C2 to 42,114 for employees in subgroup A1, from 31.495 for subgroup A2 to 26.898 for subgroup C1.
Local authority staff:
The average remuneration for employees and public employees in Municipalities varies from EUR 24,545/year for subgroup C2 to EUR 50,298/year for subgroup A1, to EUR 37,052/year for subgroup A2 and EUR 29,232/year for C1.
Official staff of Provincial and Provincial Deputies and Island Councils and Councils:
The average remuneration of employees and public employees belonging to Provincial and Provincial Councils and Island Councils and Councils varies from EUR 27,122/year for officials in subgroup C2 to 52,405 for officials in subgroup A1, to EUR 38,763 for subgroup A2 and EUR 31.573 for C1.
