On 8 October, the XIX Ibero-American Conference of Ministers and Ministers of Public Administration and State Reform was held, organized by Andorra, Portugal, the Latin American Center for Development Administration (CLAD) and the Ibero-American General Secretariat, attended by 22 countries, including Spain.
At this Conference, the Minister for Territorial Policy and Civil Service highlighted how the pandemic has changed the way public policies are implemented and shared the experience of Spanish public administrations during the pandemic, aimed at a dual objective: to protect the health of public employees and employees and to ensure the provision of public services.
In addition, he exposed the basic regulation of telework and the modernization of the Administration as a lever policy included in the Spanish Recovery, Transformation and Resilience Plan.
The attending States agreed on a Final Declaration in which they expressed the intention to encourage public administrations to develop legislation on teleworking; to advance personal, work and family reconciliation; to promote gender-sensitive policies and to strengthen capacities and skills related to science, technology, engineering and mathematics (STEM).
In addition, they also agreed on promoting values and principles of ethics and public integrity and on the urgent need to promote the modernization of the State to improve its services and systematize its processes.
Finally, States stressed that innovation ensures the adequacy of services to the needs of each moment and that this improvement helps knowledge management, service efficiency and reliability.
