Public participation in policy projects

The process of participation in the development of standards is based on the following rules:
- Article 133 of Law 39/2015 of 1 October (BOE-A-2015-10565) of the Common Administrative Procedure of Public Administrations.
- Article 26 of Government Law 50/1997 of 27 November (BOE-A-1997-25336).
This point of access to participation in the elaboration of standards complies with the provisions of Order PRE/1590/2016 of 3 October (BOE-A-2016-9121), which publishes the Agreement of the Council of Ministers of 30 September 2016, which gives instructions to enable public participation in the process of regulatory development through the ministerial web portals.
Prior public consultation
The purpose of the pre-consultation procedure is to obtain the opinion of citizens, organizations and associations prior to the elaboration of a regulatory project.
The list of initiatives and policy proposals for this procedure is published below. This list will include the title, the date of completion of the prior consultation and the channel for making the contributions. The order of publication is governed by the date of publication, from the most recent to the oldest.
Hearing and public information
The purpose of the hearing and public information procedure is to obtain the opinion of the citizens entitled to legal rights and legitimate interests affected by a draft regulation already drafted, but in the process of drafting, directly or through organisations or associations representing them, as well as the additional contributions may be made by other persons or entities.
The list of initiatives and policy proposals for this procedure is published below. This list will include the title, the date of completion of the consultation and the channel for making the contributions. The order of publication is governed by the date of publication, from the most recent to the oldest.
