Memorandum of Understanding between Portugal and Spain
A memorandum of understanding between the Directorate-General for Public Administration and Employment of the Portuguese Republic and the Directorate-General for Civil Service of Spain was signed in December 2017, which aims to establish a framework for collaboration and exchange of experiences and good practices between the two countries in the field of public service. The specific actions contained in the memorandum of understanding are as follows:
- Technical and vocational training.
- Exchange of information and available documentation.
- Organization of conferences, symposia, seminars or conferences in matters of cooperation.
- Staff exchange programme.
- Advice and consulting.
- Exchange of statistical data on public administration.
M EMORANDUM OF UNDERSTANDING BETWEEN MOROCCO AND SPAIN
In 2014, a memorandum of understanding was signed between the Ministry of Public Service and Modernization of the Moroccan Administration and the Spanish Secretariat of State for Public Administration, in order to ensure the modernization of the public administration, the strengthening of management capacity and the development of human resources.
‘The specific objective is to establish a framework for bilateral cooperation centred on programmes of common interest for both countries through actions such as the exchange of experience in the field of public service or the intensification of cooperation between the National School of Administration (ENA) and the National Institute of Public Administration (INAP).
Visits by foreign delegations to the General Civil Service Division
On 3 June 2017, a delegation from the South Korean Ministry of the Interior was visited. The delegation, headed by the Deputy Director of the Division for Staff Association Policies, consisted of 16 persons, representing both the national and regional administration, and was received by the Assistant Director-General for Labour Relations and the Assistant Director-General for Relations with other Administrations, both of the Directorate General for Civil Service.
‘The main thing that was addressed throughout the meeting was the Spanish model of collective bargaining and other negotiation mechanisms in Spain for officials.
