In the case of the applications for certificates to “have passed one or more exercises of the selective processes for access to the same level of professional qualification” to demonstrate academic merits in the selective stabilisation processes, we report that the competence to issue these certificates corresponds to the managing body of the selective process to which the past financial years correspond.
No unit of the Directorate-General for Civil Service is responsible for the processing or issuing of these certificates, since the management of the selective processes is entrusted to the Ministries or Agencies, in particular their HR units.

Royal Decree 537/2020 of 22 May, extending the state of alarm declared by Royal Decree 463/2020 of 14 March, declaring the state of alarm for the management of the health crisis situation caused by COVID-19, as from 1 June the resumption of the computerization of suspended administrative deadlines. Also from 1 June onwards: resuming the deadlines for the institutionalization of administrative appeals which were suspended for the same reason.
In the administrative decisions published as of this date, the time limits for bringing administrative appeals begin to compute them from the day following their notification or publication.

In order to continue to guarantee the basic functioning of the public services, which is the responsibility of the General Government of the State, the computation of the deadlines for the submission of precise documentation and for the subsequent award of places, resulting from the execution of the selective processes of access to the status of work personnel within the scope of the Single Convention, which had been suspended in the situation of state of alarm regulated in the Royal Decrees of March 663/2020.
The resumption of deadlines concerns the Resolution approving the lists of applicants who have passed the selective process and the Resolution approving the award of places, which fall within the competence of the Directorate-General for Civil Service.
In any case, the deadlines and arrangements for the incorporation of staff into their jobs may be affected by the measures set out in Article 7 of the said Royal Decree 463/2020 of 14 March, as amended by Royal Decree 465/2020 of 17 March, depending on the geographical location of the workplaces and the possible displacements to be made. In such cases, it shall be the Ministerial Department, Body or Agency to which the place of employment is attached, who informs the worker of the exceptions or particularities applicable in his specific case. To this end, the above Departments, Bodies and Agencies shall contact those concerned in order to ensure that the administrative acts or resolutions adopted are communicated.
Any appeal against such actions and resolutions may be lodged from the date of publication or notification thereof until the expiry of the time limit laid down in each of them. This period shall commence its computation from the day following the end of the alarm state.

In view of the state of alarm and taking into account the provisions of Section Four of Royal Decree 465/2020, of 17 March, modifying and adding new paragraphs to the regulation contained in Additional Third Provision of Royal Decree 463/2020, of 14 March, declaring the state of alarm for the management of the situation of health crisis caused by COVID-19, the deadlines for the submission of documentation and award resulting from the implementation of the selective processes for access to employment status under the Single Convention are suspendedexcept in cases where the Ministerial Department or Agency of destination expressly determines and certifies, with prior notice to interested parties and interested parties, that their incorporation is essential for the "protection of the general interest or for the basic functioning of the services". Such communication shall be made on an individual basis and shall be of an absolutely exceptional nature. If the Administration does not determine the need expressed in the said Royal Decree, the worker or worker is under no obligation to submit any documentationif possible, it may, however, voluntarily submit it for consideration and appraisal at the time when the computations of the legally established deadlines are reopened.
