Equality plans in the General Government of the State (AGE) are an essential tool to promote a fairer and more equitable work environment, contributing to the consolidation of a committed, egalitarian and inclusive public administration. Its implementation responds to the institutional commitment to prevent and correct any form of gender discrimination in the field of public employment.
According to Article 64 of Organic Law 3/2007, these plans must be negotiated with trade union organizations within the General Negotiating Bureau of the AGE (art. 36.3 of the TREBEP) and approved by the Council of Ministers, thus becoming official and binding throughout the AGE area.
The plans allow identifying and correcting structural inequalities, favoring equitable working conditions. They promote measures for conciliation, co-responsibility, equal opportunities in access, training and career advancement. They also include specific actions to prevent sexual harassment and discrimination based on sex.

The Resolution of 16 March 2023 of the Secretariat of State for Civil Service establishes the Register of Equality Plans for Public Administrations and their Protocols for Sexual and Gender-Based Harassment.
