This Space is the website enabled by the Ministry for Digital Transformation and Public Service to facilitate the Autonomous Communities and Public Universities to send to the Central Personnel Register the data necessary for the preparation of the Statistical Bulletin of the Personnel at the service of the Public Administrations (BEPSAP).
Forwarding of information on staff at the service of the Autonomous Communities and Universities for the elaboration of the BEPSAP
The Statistical Bulletin of Personnel to the Service of Public Administrations (BEPSAP) is a statistical operation included in the National Statistical Plan and, therefore, the submission of data is mandatory for the AAPP, according to article 7 of Law 12/1989, of 9 May, of the Public Statistical Function, and the fourth additional provision of Law 4/1990, General Statement.
In order to collect the statistical information of personnel at the service of the Autonomous Communities and Universities (referred in the latter case to non-CPR staff) and to include these figures in the BEPSAP, a “Personnel Statistics Information System” (SIEP) has been developed which replaces the sending of spreadsheet files sent in previous semesters.
To facilitate the reporting process, the list and instructions of the SIEP platform models are shown below. This documentation is also available in the Portal of Autonomous Communities and the Portal for Administrative Management.

In the edition of the Newsletter for January 2023, a major modification of the data structure will be implemented to adapt it to Law 20/2021, of December 28, of urgent measures for the reduction of temporality in public employment and also allow better monitoring and control of temporality in public employment.
