The General Mutuality of Civil Servants of the State (MUFACE) It is the public body responsible for providing health and social assistance to the group of civil servants attached, and therefore does not issue any type of certificate.
- Regulation: It is created by Law 29/1975, of June 27, on Social Security of Civil Servants of the State, with the purpose of managing the system of Administrative Mutualism of civil servants of the State.

1.2.1.II. Administrative situation other than the active service: competent to deal with the Ministry for Digital and Civil Service Transformation/ Directorate-General for Civil Service/ Directorate-General for Human Resources Management:

1.2.2. Special Bodies (not attached to the Secretary of State for Public Service, but to a specific Ministerial Department): competent to process the Personnel Unit of the Ministerial Department or Agency of attachment.
1.3 Labour personnel: competent to process the Personnel Unit of the Ministerial Department or Agency where the services are provided or have been provided.

According to Royal Decree 1461/1982, of 25 June, which establishes rules for the application of Law 70/1978, of 26 December, on the recognition of prior services in the Public Administration:
“The Heads of the Personnel Units of the corresponding Ministries, Autonomous Bodies, Entities or Corporations where the said services have been provided.”

Both for general contest and for specific contest:
4.1.1. Active service: It is requested in the Personnel Unit of the Ministerial Department or Agency where it provides services.

5.11 Personnel Registration Certificates (for the purpose of participation in Free Designations in other Public Administrations)
Applications must be made through a Registry, in accordance with article 16.4 of Law 39/2015, of 1 October, on Common Administrative Procedure of Public Administrations, addressed to the General Subdirectorate of Data for Public Employment (DIR3 EA0054670) and attaching the Official Gazette with the place that the interested party wishes to request.

(V) CERTIFICATE OF PRACTICE/SELECTIVE COURSE
6.1 Current selective processes: ex officio
The Sub-Directorate-General for Human Resources Management of the Directorate-General of the Civil Service shall carry out ex officio the issuance of the certification of time as official personnel in practices derived from the data entered (Annex I). It will therefore not be necessary for the persons concerned to request that it be issued.
6.2 Previous selective processes: at the request of the interested party

(VI) CERTIFICATES OF TRANSFERRED TEACHERS
The request for certificates of services prior to transfers must be made in the Provincial Addresses of the corresponding Autonomous Community.
