EUPAN network

‘EUPAN’ (EUROPEAN ADMINISTRATION PUBLIC NE TWORK)It is an informal network of cooperation between the Member States in the field of public administration and a platform for the exchange of views, experiences and good practices with a view to improving the performance, competitiveness and quality of the Central Administrations in the Member States.

OPERATION
The traditional mode of action of EUPAN has been modified since 2015 as a result of a process of reviewing its functions and objectives. The governance of the EUPAN network has been strengthened, increasing its strategic role and defining a more dynamic, flexible and continuous work programme that facilitates its deployment and monitoring.
The Presidencies’ organisation model for a trio format is replaced by a more extended one based on a troika (Eupan +5). The priorities for work are set out in a phased programme or Rolling Programme which will be continuously redefined and updated by successive Troikas under the leadership of the current presidency and within a Strategy Paper.
WORKING GROUPS
Traditionally, there has been an organisation of the work of EUPAN in two working groups: Human Resources and Innovative Public Services, although there has been a change as a result of the evaluation process of the Eupan Network.
Currently, there are the working groups: “HR and Organizational Development” and “Service to Society”, as well as all those groups that are created “ad hoc” to work on matters that are considered of interest to EUPAN.

In the second half of 2023, Spain, through the State Secretariat of Public Service, has chaired the network and has published two studies, on gender equality in public employment and on innovative practices in inclusive digital public services. In addition, all information on meetings and workshops held is provided in the final work report of the six-month period.
