The Civil Service is an area in which, as in so many others, international cooperation plays an essential role in its development and ongoing updating.
The policies and goals of European public administrations are increasingly inspired and conditioned by the qualitative growth of the European Union. Spain’s relations with the rest of the world and the EU countries are subject to mutual knowledge and understanding of all administrative practices and reforms in the field of human resources that can be carried out by all European public administrations.
The Spanish administration actively participates in many different forums, both to share and to learn and cooperate in the improvement of its own public function and that of the other administrations of the European Union.
Composed of representatives of employers (EUPAE-European Public Administration Employers) and employees’ unions (TUNED-Trade Union’s National and European Administration Delegation) in this sector, aims to improve the functioning of administrations and standards on working conditions, promote social dialogue at national level and contribute through their advice to the development of European policies that have a central impact on administrations.
The EU Council is the institution representing the governments of the Member States. It is the forum where national ministers of citizenship and EU countries meet to adopt legislation and coordinate policies.
The ‘Status’ Working Party is a preparatory body for the EU Council whose aim is to examine legislative proposals, to provide political guidance and to monitor the human resources policy of the EU institutions.
THE COMPAct INITIATIVE
In October 2023, the European Commission adopted the new Communication entitled Improvement of the European Administrative Area (ComPAct)proposing concrete measures to help public administrations meet the needs of individuals and businesses across Europe. ComPAct is the Commission’s first comprehensive set of measures to support the modernisation of national administrations and to strengthen cooperation between countries so that they can address common challenges together.
Efficient national, regional and local public administrations are key to meeting national and EU priorities on the ground, implementing policies and reforms that benefit both individuals and businesses, and channelling strategic investments into green and digital transitions.
The communication includes a Pillar 1 - Capacity Agenda for Public Administration, including the Public Administrations Exchange and Cooperation initiative (PACE), which facilitates the mobility of European officials between Member States to share knowledge and good practice.
