International Mobility

There are different possibilities for international mobility whereby officials from the General Government of the State can supplement their experience and vocational training, either through temporary integration into the administration of some countries in our environment or in EU institutions, bodies or agencies.
National experts in the European Union
Public employees of the administrations of the Member States may extend their professional experience by making temporary stays in the administrations of different European institutions, agencies and bodies. These stays are part of three different programmes: National Outstanding Experts, National Experts for Professional Development and Erasmus for Public Administration.
Support unit for the presence of Spaniards in the EU institutions
The Permanent Representation of Spain to the EU, through the Support Unit for the presence of Spaniards in the EU Institutions (UDA), carries out information activities on employment opportunities and diverse professional practices in the EU administration, guidance for the better preparation of the selective processes and management of the programmes aimed at Spanish public employees willing to work temporarily in the Institutions. Agreements for the exchange of officials
The public employees of the European Union have the right to exercise their functions and to share their experience on a temporary basis in similar administrations in other countries.
At present, and until today, Spain has signed agreements for the exchange of officials with the United Kingdom and Sweden. Exchanges may take place between any Department or Agency of the respective State Administration in respect of which a prior agreement has been reached on the appropriate post or assignment and on the person qualified to do so. As a general rule, exchanges may last between two and six months.
- Sweden
In 2007, a memorandum of understanding was signed between the Swedish Agency for Administrative Development and the Spanish Ministry of Public Administrations. The Swedish Agency for the Administrative Development of Sweden and the Directorate-General for the Civil Service, the Ministry of Finance and the Civil Service of Spain are jointly responsible for the administration of the exchange programme.
