Public participation in policy projects
The participatory process in the development of standards is based on the following rules:
- Article 133 of law 39/2015, of 1 october (BOE-A-2015-10565), of Common Administrative Procedure of the public authorities.
- Article 26 of the act 50/1997, of 27 november (BOE-A-1997-25336), of the government.
With this point of access to participation in the development of standards, giving effect to the content of the order PRE/1590/2016, 3 october (BOE-A-2016-9121), which issued the decision of the council of ministers on 30 september 2016, by issuing instructions to enable public participation in the process of drafting legislation through the websites of ministerial departments.

Hearing and public information
The purpose of the procedure for hearing and public information to hear the views of the citizens of right holders and legitimate interests affected by the policy, but already drafted in the drafting stage, either directly or through organizations or associations that represent them, as well as additional contributions to other persons or entities.
