Competences and training in public policy assessment

Article 16 of the Law 27/2022, of December 20, on the institutionalization of public policy assessment in the General Government of the State states that “the State Public Policy Assessment Agency, in collaboration with the National Institute for Public Administration and, where appropriate, the Institute for Fiscal Studies, shall identify the competences necessary for the performance of the evaluative function and design specific training plans for public policy assessment for public employees and employees”.

FRAMEWORK OF COMPETENCE IN PUBLIC POLICY ASSESSMENT

The Competence Framework in public policy assessment. General Administration of the State presented here contains the work done by an interdepartmental group that has worked in the second half of 2022 to identify the set of skills, knowledge and skills needed to perform the evaluative function.

This set of competences is integrated into the competency ecosystem of INAP (access), as an essential reference in the professionalization of State functions.

The Framework aims to define the capacities of the General Government of the State to carry out evaluation processes with a high level of specialisation, and to establish common and transparent criteria for assessing the degree of development. In addition, it identifies the training and professional development needs in this functional area. To this end, it defines the professional competences required for the effective performance of the roles and responsibilities of the different profiles related to policy assessment. Ultimately, its aim is to contribute in a referential way to the rest of the training promoters in the improvement of public policies, an essential pillar of government action.
