The INAP has approved the I Training Plan on Sustainable Development Goals (SDGs) and the 2030 Agenda with the aim of advancing the cross-cutting implementation of these issues in public administrations by providing public employees and employees with the necessary tools.
With this Training Plan, INAP complies with the unanimously approved motion in the Senate Civil Service Commission of 26 November 2020, which called on the Government to “Advance in the design, development and dissemination of a training plan to transfer competences to public administration workers and to provide technical staff with the necessary knowledge for their implementation and achieve real coherence of public policies”. Transformative measure VI, Boosting a public function with the knowledge and skills to implement the SDGs, of the Action Plan for the implementation of the 2030 Agenda: Towards a Spanish Strategy for Sustainable Development, is also a reality.
The activities provided for in this Plan will be carried out between 2022 and 2025 and will be implemented in successive INAP annual training plans and the corresponding calls.
This is a plan of the so-called transversal ones, aimed primarily at the staff of the General Administration of the State (AGE) and of the local authorities, although the learning experiences that will be promoted will be open to the participation of the staff of other Spanish public administrations.
Being aware of the challenge involved in the elaboration and implementation of the plan, INAP has involved a number of actors in its development. On the one hand, with the Secretary of State for the 2030 Agenda, responsible for public policies in this area. On the other hand, and in order to incorporate the perspectives of local authorities and autonomous communities into the plan, the workshop was organized on November 18, 2021: Valdeavellano 2030. Finally, on March 2, 2022, the Alcalá de Henares day 2030 was organized. Implementation of the Sustainable Development Goals, aimed at people responsible for designing the training in Agenda 2030 and its SDGs in the different ministerial departments, in addition to the focal points of the 2030 Agenda in the ministries that are part of the Delegated Government Commission.
The plan now adopted includes actions of a basic and specific nature, including those that will help to facilitate the competences needed to draw up budgets aligned with the 2030 Agenda; to develop the policy impact report on the SDGs or to incorporate the Policy Coherence for Sustainable Development in the design of public policies and regulatory frameworks.
Activities completing the Plan are also planned, such as the inclusion of the SDGs in the decentralised training of the INAP or the organisation of the 2030 Agenda and SDG Conference.
