The Government allows the administrative deadlines affected by the blackout to be extended until 6 May

The Council of Ministers, on the proposal of the Ministry for Digital Transformation and Public Function and the Ministry of the Interior, has given the green light to an agreement by which the Government allows the extension of terms and deadlines until 00:00 hours on May 6 for those administrative processes affected during the general interruption of electricity supply that happened on April 28 in Spain.

In particular, the agreement authorises the public administrations to extend the period affected to the maximum limit of 00:00 hours on 6 May 2025. The measure is applicable throughout the public sector, that is to say, in the General Administration of the State, in the regional administrations, in the local authorities and in the institutional public sector.

With this initiative, the Executive seeks to guarantee the exercise of rights and compliance with obligations by the people concerned, as well as avoid the undue lapse of administrative procedures due to the energy crisis suffered last Monday throughout the peninsular territory.

In this way, it is ensured that no citizen is excluded from selective processes and oppositions due to the expiration of administrative deadlines or that no individual or company loses the opportunity to present an offer in a public procurement procedure or in a call for subsidies. It also allows no one to be prevented from filing an administrative appeal or making allegations in sanctioning proceedings, among other cases.

It should be remembered that Law 39/2015 of the Administrative Procedure provides in its article 32 the cases in which a possible technical incidence could affect the ordinary calculation of the same. Specifically, it considers that when this incident has made it impossible for the system or application to function normally, and until the problem is solved, the administration will be able to determine an extension of the unexpired deadlines.

This decision is part of the set of measures that the Government is taking in recent hours in the face of the situation caused by the energy crisis. The Executive tries to correct the effects that this incidence could cause in each sector, including the operation of public administrations by electronic means.
