The governing board of the State Digital Administration Agency chooses Juan Jesús Torres as director

The AEAD is officially constituted and launched with the aim of promoting the digital transformation of the Public Administrations

l Governing Council of the State Agency for Digital Administration (AEAD), whose Statute was approved by the Council of Ministers through Royal Decree 1118/2024, met today to constitute the Agency and appoint its director.

After the appointment of the councillors appointed by the minister on the proposal of different ministries, the autonomous communities within the Sectoral Committee of Electronic Administration, the Spanish Federation of Municipalities and Provinces and the most representative trade union organizations, the Governing Council held the session in which the Agency is officially constituted under the chairmanship of the Secretary of State for Public Service, Clara Mapelli. Subsequently the council has agreed on the appointment of Juan Jesús Torres Carbonell as director.

As part of the forthcoming 2026-2030 Digitisation of Public Administrations Plan, the new Agency will promote strategic technology projects to address the unprecedented changes in digital governance. In this sense, it will have a prominent role in the process of transforming relations between citizens and companies with the Administration, with more inclusive, efficient, personalized, proactive and quality digital public services.

The AEAD, in addition to assuming the functions of the General Secretariat of the Digital Administration, will be a key part in a data-based administration fully prepared to take advantage of the potential of artificial intelligence.

Next performances

From now on, the Control Committee will be constituted, the expressions of interest will be launched for the appointment of the people who will occupy the governing bodies of the Agency and the management contract will be prepared for the next three years, in which the competences of the Agency will have a fundamental content in the next Plan of Digitization of Public Administrations 2026-2030.

Appointment of Juan Jesús Torres

The process of selecting the candidate proposed to lead the AEAD was carried out through an expression of interest, which was developed during the months of November, December and January. Twenty-four candidates have participated in this process.

Juan Jesús holds a degree in Computer Science and a PhD in Computer Science from the University of Granada. He holds a degree in Law from the UNED and a degree in Biological Sciences from the University of Granada; he holds a master’s degree in Public Management from the INAP; he joined by opposition both in the Higher Corps of Information Systems and Technologies of the State Administration, and in the Corps of Systems Management and Informatics of the State Administration.

He has extensive experience in the projects of digitalization of the Public Administrations, and in the sectors of information and communications technology, as well as in cybersecurity and data.

From July 2020 to June 2024 he has been Secretary General of Digital Administration; from January 2015 to June 2020 he was Spokesperson in Information and Communications Technologies in the General Secretariat of Digital Administration of the Ministry of Finance and Public Administration, and from July 2012 to January 2015, Adviser in Information and Communications Technologies in the Department of General Services of the Ministry of Finance and Public Administrations.

He previously held the direction of Technology, Systems and Innovation of Post (Sociedad Estatal de Post y Tele Graphs, S.A.) and was president of Post Telecom.

He has held various positions in the Administration in the areas of Information and Communications Technologies.
