The Council of Ministers has adopted an agreement, on the proposal of the Ministry for Digital Transformation and Public Service, for the general implementation and promotion of the Integrity System of the General State Administration, a unified set of measures aimed at promoting and consolidating in a global manner a culture of integrity and ethical values in the performance of all personnel of the General State Administration. This is in compliance with the provisions of the Action Plan for Democracy, which includes this milestone as part of its first axis.
The System includes, inter alia, a code of good administration, a code of good governance, an integrity risk management mechanism, a protocol for internal channels of information and a guide for the management of institutional ethics mailboxes.
The code of good administration is oriented towards public employees, while the code of good governance refers to high positions. Both define and develop the ethical principles and values contained in the regulations and complement them with action guidelines that aim to help in personal reflection on the challenges faced by public employees and people who exercise public responsibilities in guaranteeing the right to good administration and government of all citizens.
The integrity risk management mechanism details the actions that must be developed in each organization on the identification of fraud risks, the evaluation of risks through maps and matrices that allow to analyze the frequency, severity and measures of risk correction, as well as the documentation and registration of the same.
The System also includes a protocol defining the elements to be used by the internal information systems to notify possible regulatory infringements of the various departments, and a guide to managing the institutional ethics mailboxes, which should channel doubts and queries on this matter by public employees.
The Integrity System of General State Administration
The System, developed in 2023 and launched in 2024, was one of the commitments of the Fourth Open Government Plan (2020-2024), in addition to aligning Spain with the recommendations and best practices in terms of transparency and good governance of institutions such as the OECD or the Council of Europe.
With the agreement adopted today, and in line with the preparatory work of the V Open Government Plan (2024-2028), the Council of Ministers ensures “the effective implementation of the System and its adaptation in response to the evolution of the needs in terms of integrity through the creation of the organizational structure, the development of the processes and instruments of planning, monitoring and review, as well as the measures of awareness and training” planned for its deployment.
